Arthur O. Eve Higher Education Opportunity Program


The Arthur O. Eve Higher Education Opportunity Program (HEOP) is indefinitely no longer accepting new applications. We are, however, continuing to provide services and funding for students currently enrolled in the program.

Long Island University Arthur O. Eve Higher Education Opportunity Program (HEOP) is a New York State Education Department funded program that supports the five years of undergraduate study and related educational activities. It is specifically designed for economically and educationally disadvantaged students who demonstrate potential for academic achievement. The success students attain in this program depends upon the academic and support services and supplemental financial assistance that HEOP provides. Since its inception the Arthur O. Eve HEOP program has been an integral part of Long Island University, which has the second largest full-time program in the state.

The Arthur O. Eve HEOP program is regarded as one of the most successful programs of its type in the nation. Academic achievement and graduation rates of HEOP students compare favorably to other college students. As of 2019, more than 44,200 men and women have graduated from HEOP programs at participating independent colleges and universities. Most HEOP graduates begin their careers immediately after graduation while some continue their studies to achieve permanent certification as teachers, to attain advanced degrees needed for professional licenses, or to enhance their credentials in their chosen careers. The success of the Arthur O. Eve Higher Education Opportunity Program, however, is not in the numbers alone, but in the lives of the students who are now empowered to make choices about their lives, an outcome that would have been impossible without this unique partnership between the State of New York and its independent colleges and universities.
