Dr. Red Owl serves as professor of education in the Doctoral Program in Interdisciplinary Educational Studies and in the Departments of Educational Leadership & Administration and Educational Technology in the School of Education at the C. W. Post Campus. Previously, he served on the faculties of the Carl Vinson Institute of Government at the University of Georgia and Rockefeller College of Public Affairs & Policy at the University at Albany (State University of New York). He has held several senior leadership roles in higher education, including a vice presidency at Long Island University.
His research focuses primarily on the related areas of expert judgment, subjectivity and decision-making in education, higher education, leadership, policy and other fields. He has a special interest in the application of a variety of quantitative, qualitative and mixed methods from different disciplinary paradigms to address research and policy analysis questions from innovative, interdisciplinary perspectives. His most recent research involves studies of expert judgment in both special education and literacy.
Professor Red Owl has chaired doctoral dissertations on topics ranging from decision-making to school finance to academic culture/organization and humanistic studies. Reflecting his interdisciplinary interests, he also has served as a research methods adviser for dissertations in education, public administration and policy, counseling psychology, economics and information studies. His own doctoral dissertation on budgetary decision-making in public finance won best dissertation awards nationally in two disciplines. He holds a Ph.D. in public administration and policy from the University of Georgia and a master's degree in public administration from Georgia State University, and completed additional graduate studies at the University of Wisconsin-Madison.
